The Progamer looks like it would fix the bill. ATX power is nice for voltage hogs like CPS2 boards and so forth. Video and controls on screw terminals so you don't need to deal with converting SCART or messing with wiring a stick to DB9. $75 shipped to boot.

I'm having an issue with a Galaxian board. It's stuck in boot loop, and when I switch to test mode, I get "8Q BR". The message seems to cut off a third to half-way across the screen.
