I would just plug it in and see what comes up. You should easily be able to identify the power inputs and grounds by looking at the chip pinouts and power bus lines. Aren't the monitors BOLTED in?!? I can only imagine anything popping out due to shrinkage if it was a friction fit, and anything destined for a public arcade would NOT be designed that way. (How long would a snap together machine last in the field? ;) ) Anyone knowing how an arcade game is...

That is the Sammy Atomiswave system, a modular game/cabinet system based on Sega's Dreamcast. Similar to the NAOMI hardware, but slightly less powerful. About 25-30 games came out for it in cartridge form. SNK made games for it after the NEO-GEO, including Metal Slug 6 and Samuria Shodown VI.
