Apologies for the delayed response. I finally found where my Rolling Thunder was located, and unfortunately it is not easy to get to at all.
Hopefully someone else can easily measure theirs for you. Sorry for the false hope, and bump.

Is there a reason you want to get down in there? There's nothing there, it's just an empty cavity if memory serves correctly.
On a proper Zaxxon cab, the front folds out to access the guts, and the upper back door gives you access to the monitor.
Were/are the legs on the chips dirty?
I swear sometimes glitches are just the "character" of the game. My SC still exhibits the same symptoms, but it's located in a mob of games that makes it impossible to get to at the moment.
Can't see pics but my first instinct is to carefully remove and re-insert game ROMs, checking the legs for corrosion or damage.
Voltages good? PP is one of the most infamous nonworking games ever. We should perhaps all be praying for you. :D
Before digging into that, try setting up a fan aimed at the PCB and the force feedback board. See if that keeps it from freezing. A lot of games of this ilk suffer from overheating issues.
