You're sure it's a PCB issue? Pac/Ms. Pac PCBs are so inexpensive, it's almost difficult to see how it's economical to pay to have one sent out for repair (including shipping both ways) versus just buying another one.
Have you considered fabricating your own from angle aluminum or steel from a hardware store? If you're up for trying something like that, I can get you detailed measurements from my Centipede cabinet.
It means those meters are incapable of accurately reading a 15kHz AC voltage, no matter where or how you try to measure it. For a CRT heater voltage, you're typically looking for 6.3V AC. Those meters are not able to accurately measure that.
FWIW, the Fluke 117 is a "true RMS" meter while the Fluke 107 is not. However, neither of them is capable of accurately measuring a 15kHz AC heater voltage. You'll get *some* kind of reading, but it won't be anything close to accurate.
Did you order a custom cut, or a standard dimension that you trimmed down yourself? The part where it says Cut Tolerance +0" -.25" concerned me -- being a quarter of an inch off either way would require trimming anyway.
I’ll probably make a bezel myself since it’s just black cardboard. And yes, I’ll be ordering a repro marquee and CPO from Ollie.

It can’t be a set of upright side art, since the upright cabinet is significantly taller than the Irish cabinet and its side art fills the entire panel.
Looking closely, this isn’t the original artwork. It’s far larger than every other example of the Irish Food Fight cabinet that I’ve seen. I’d be interested to learn who this belongs to and where they got the artwork made. kthx!
Have you examined the chassis closely for cold solder joints and cracked traces? As in, checked everything in the relevant circuit(s) for continuity where appropriate?
