Windowed EPROMs is not always a bootleg thing, lots of official carts used them as well. What I have not seen is that style of chip used in your top picture, those look incorrect. The couple EPROMs and janky jumper wires could be a repair, but since all the Rom chips on the top board are not...

Hey just wanted to say thanks for the Simpsons 4p free play hack, finally got it put in tonight and worked awesome.

This game also needed some wiring to have sound on the Jamma line, out the box primal rage would put out sound through a 4 pin connector in stereo. You could do some wiring on the board or to your harness to achieve standard Jamma mono sound, perhaps that's what your seeing?
