So yes this was indeed a faulted soundboard. I sent it to off to Coin-Op Cauldron who repaired the board. Excellent and professional work done by the Coin-Op Cauldron. All issues are gone.

Have one update. Real quick, the new issue of only the playfield lights coming on was just me being dumb and not re-seating a harness well. Can move on from that. I started to isolate the boards one by one and the loud noise at startup goes away if I leave the sound board unplugged. This way...

Yeah I was super close to getting one on ebay but lost the bid. Having trouble finding a seller willing to ship on ebay. Have had a few leads in person but nothing official. I am thinking about driving up for a super auction but nervous of driving 10 hours total only not to find one there.
