I don't think there is an ordinance... We had a privacy fence at the old house, and it was in town. And I have seen others in town...

RE: Loud Bang Could have been a chunk of ice falling from a tree. Or, like others said, the buiding expanding and/or contracting.

Probably the best thing to do is to see if you can get or buy a sample, and paint it on the scrap piece of sheetrock. The light blue is awful bright to me, but it could also come across that way on the monitor. It may look different painted on wall.
