@mecha and @braedel are definitely the go-to guys when it comes to this sort of thing. But from skimming through the video it looks like the palette colors in RAM get corrupted first and it draws some garbage on the right side of the screen, before resetting back to the power up rug test...
I think it's an easter egg with the high score kit. The Cutting Room Floor doesn't have anything about a red message for Galaga but Gaplus does have something interesting.

Here's the IPS patch files for the latest version of the Shield mod. You can use a website like https://www.marcrobledo.com/RomPatcher.js/ to patch your original Sinistar ROMs with the new mod data. Enjoy!

I noticed you're using the older scans of the schematics. I did a higher res scan last year and also included some extra info from the supplement manual, as well as an undocumented PCB mod discovered by Matt Ownby (that just so happens relates to HSYNC). Not sure if that will help in this...
