I'm aware that it is a side business, and have kept it in mind. I don't mind waiting 30, or even 60 days for my order to be fulfilled. The lack of communication is the only real issue. Asking for a status update on a 3 week old order is reasonable, not difficult or demanding.

The static is still there. Also, the 'Invader Destroyed' sound gets faster and sounds kind of wonky after playing for a couple minutes. I have a couple 74174s I can replace. If those aren't the problem, I'll be ordering more parts. I have to order some Ms. Pac-Man parts anyway. We'll see...
I replaced another LM3900 (at 29) while at lunch, and the 'Invader Destroyed' sound is back. I was so happy I forgot to check for the presence of the soft static. :)
My parts came in today, and I replaced the LM3900s at 26, 27, and 28. I got back the base shooting sound, and the base destroyed sound. So there were simultaneous failures of multiple parts.
