I got it mostly working. It was a case of human error. I'm surprised one monitor worked plugged in wrong and one didn't. Needs some adjustment but at least I have picture.
I will take a look at the updated firmware. Looks no more difficult (very similar) than the custom firmware on my Ender...
The menu button is no longer responsive on the converter with the working monitor. I ordered another converter on Amazon, hopefully it's a faulty converter.
It says HD 9800 V5.0 on it. Looks to be the same one in this link.

The 82S09 at 4A was socketed on the video board and looked pretty ratty. I found one off a board I'm 99% sure was working and no change. The only other RAM I see on the video board are 2114 at 5L and 5M. I could socket these and replace them. The same board I got the 82S09 from has some of...
I was hoping it was something simple. Ha! I'm guessing the RAM is socketed. I'll see what I have lying around, I may have another to swap in. Other than that, I guess I have no choice but to send it back.

Changing the socket unfortunately did not help. In addition, the socket I used (round) does not seem to work with the pins on the Braze card. Regular CPU and D2K fit fine.

OK, I will recheck. I removed the high score kit and the game does even less. Almost all upside down letters and numbers. The Z80 pulls out very easily. What are the chances the socket is worn out?
I gradually reduced the voltage and powered back on until the game failed at about +4.2v measured at the board. No real difference in the video. Would a video of the screen be of any help? I appreciate the offer to warranty the repair, I just want to make sure everything is ok on my end...
