You have to set one of the DIP switches ( DIP 8 of SW2 ) to to test the NVRAM, this is intentional because some people want their high scores intact.
Also I am unable to read all the labels on the EPROMs on your logic board. Don't think that's your problem though, check the nvram.
You can post your question in there and you should definitely get some responses, there are several people in the U.S repairing this era of Konami boards.

It was worth the effort disassembling the Hypersports rom I wrote ( after losing the source code ) and re-working it but still need to get around to finishing the diagnostic mode.
I know this is a long shot but have you verified the sprite roms, data output & enables ? My test rom can't evaluate those.
Normally you would expect some artefacts but you just never know.
