I don't know that anyone sells a complete kit including a JAMMA adapter. At best you could probably find a complete MiSTer and buy a separate j-pac.

I think all the active devs are striving for signal level accuracy. I can't personally attest to the accuracy of the older cores, but Alan Steremberg (co-founder of Weather Underground) is going through them and making corrections.

The MiSTer project is attempting to do exactly that. There are contributors decapping custom ICs and translating them 1:1 in HDL. Once that's done an FPGA could be used to replace any custom chip you need, but they need help as it's a slow and expensive process, not to mention the cost of donor...
