Probably because they aren't great titles and the cost of the tax permits would be more money then what the machines are capable of earning. It's a common problem.

You cancelled the auction on the buyer because you found someone else to pay more. You KNEW that is why you were cancelling it. He didn't. You could have at least sent him a message through Ebay saying, "sorry I cancelled it cause I'm screwing you..." That would have at least saved him the trip.

Talon2000 (Kevin) on here is the best I know of at doing Tempest PCB repair. He's done a couple for me that were pretty challenging issues.
