I checked the continuity D18 to B16 and the two pins you mentioned tested good. Of the two traces that go under D16 I found the one to the left that went to/near E13 and that one checked out good, but the right trace I haven't found exactly where it goes yet. Looking at the schematic now.

I broke out the high zoom lens and did find something on the D18 chip. Looks like some corrosion or leaking from the chip and some cracking or bubbling (not sure what it's called) on the board between two of the legs...
