Sounds like your programming the security bit. If this is the case then the read back will be all 1's. Look for the option to disable that and try again for peace of mind.

What is the device type of the original chip?

This particular pal has had a strange past. I originally bruteforced it and tested it on my own PCBs at the time with no issues. Sometime later a guy said it didn't work for him. I eventually found one of these that was unlocked and the guy said that worked for him. Its possible I guess that...

Did you erase the chip before programming? Can you send me the re-read of your device.

Which Jed file is it you downloaded? Have you tried reading the gal chip back once you programmed it?

All the PAL chips can be secured. Occasionally you will find them to be unprotected and its definately worth trying to read them out in a programmer. If it reads back full of 1's then its most likely protected. Chips like the PLS153 etc cannot be protected and any supporting programmer can read...

Then thats why its not working. You are in the wrong directory chances are you have jedutil in a folder thats part of your path so you are able to run it regardless of your current directoy. You need to navigate your command prompt to where the file actually is

Can you go back to that directory in the command prompt and type "dir" (no quote marks) so we can confirm the file is actually there

Depending on what you find on those 2 pins i might be able to convert that file. As it stands it wont convert but there are other things we can try
