Also for future referrence, I was advised by an operator to also try reseating all of the jacks that plug into the cpu board. A similar thing could be going on there with oxidation or poor contact with the board.
SOLVED - I tried rotating the potentiometer back and forth with a screwdriver several times, and then tried again - now the claw is gripping again. So guessing there was some oxidation inside the potentiometer.

FYI, finally got the hasps off. What I ended up doing was surprisingly simple. I clamped on to the outside part of each hasp with a vise grip, then bent it out then in. After about 15-20 bends, it broke off inside, leaving just the slotted hole on the outside of the door and the welded on piece...
