It sound to me that the factory PS did not have a fuse between them and the board. Also the newer smps have internal protection to protect themselves so the use of a fuse and/or crowbar circuit is unnecessary or just just not worth the effort given the risk.
Never seen a peter chou before. A search online says they are repairable, so I'm guessing though hole construction and can be run under no load? Can anyone confirm this. Also were can one buy one?
I'm going to have to buy an arcade power supply and particular brand I should look at? As I'm not going to skimp on the supply (in fear of blowing up a board). I can't find one that says overvoltage protected or am I overthinking this.

Check the dip switches one is "automatic rank advancement". I would check that first. I also have a Galaga but its not currently working. Hope this helps.
