I think the game you're talking about is probably Namco's 1993 coin-op Numan Athletics. It's listed on The KLOV. Not sure about ROM availability or which emulators it runs on. Perhaps someone else can help here?

Have you tried getting in touch with any of the local coin-op operators (Look them up in the Yellow Pages) in your area? I collect JAMMA PCBs myself and often find that certain operators have bits and pieces lying...
I'm not sure, but I think the title you're talking about only came out on the Neo Geo CD (a home console system). As far as I know the game never recieved a US/European release. A translated emulation of the game may exist, try using an emulator such as Neo Mame.
