yeah, after discharging a monitor it's safe to remove it from the tube. if you're worried, discharge it once, wait 5 minutes, and do it again. you can do it a third time to be triple-safe. just be careful not to scratch up the tube too much, you might have to use the screwdriver to get the metal...
