Do you have any game sounds when you power this thing up? If you tossed a new monitor in an otherwise healthy machine, then you may have a simple issue that is holding you up. Post an update, and maybe you can be walked through this problem...

I got a Double Dragon overlay from them, and I'm happy with it. It wasn't a lousy inkjet reproduction. The overlay arrived perfectly flat and well packed. I would recommend them. The only downside is that you have to cut the joystick and button holes yourself. Its easy, but it takes while.
A lot of these poker and black jack type machines use a separate transformer to send 12v to the button lights. Its similar your typical monitor isolation transformer. You may have something funky going on there.
Then again, you may have a board that controls the lights. If thats the case...
I hate to reply with the generic "check the voltages" advice, but it's worth a shot if you haven't already. From what I've read, the Konami boards use a custom IC for the sound. They can get grumpy if you don't have the voltage just right (happened with my X-Men board).
