I have always found it better to make the board work with the cabinet, not the cabinet work with the board, especially when using a switcher system.
JAMMA standard is just 3 buttons rather than 4, so fingers crossed op's setup has that 4th wire.

I dug through all sorts of stern hardware similar manuals and didn't see any reference to the rack mode :)
Ah, setup-wise, player 2 controls shouldn't be hooked up for upright mode. I have read documentation somewhere for rack mode. Maybe another manual for a stern-like game.
Found the mame note: "- In Tazmania, when set to Upright mode, player 2 left skips the current level."
are you sure you got the pinout correct? I'll check the manual but there is a rack mode that uses service or test plus button. I had a pickle of a time making a jamma adapter for my Tazz pcb a few years ago and also ran into what I felt was undocumented territory :)
