I have an original Big Buck Hunter. It boots, but no monitor. The tube is an LG Phillips, The board was a Wei-Ya 3125B The whole assembly appears to be Makvision 3M25.
This is of course a 25" monitor.

It kinda doesn't work like that. How it works is this: If you have a bally/williams WPC era machine, there is a code patch that can be applied to the rom. Then burned to a blank eprom.
Now the rub is finding the patch.

It literally takes like five minutes to ground the driver board and computer board. Try that first. If its not that, Then I would look at the driver board.

if we are talking about system 1 , yes, you have the pal at either the u16 or u20 bad. These are programmed so you need to get these directly from Ni-wumpf.
