I would say "Lucky" for sure. I ordered a CPO about 2 months ago that was listed as available and I haven't heard a thing since the automated confirmation email immediately after I bought it.
Haven't used them in 10+ years, so I can't vouch for what they are now, but even back then they required wire transfer. Bought a Naomi setup as I recall. Gd-rom/dimm, system, jvs adapter, etc ... I didn't have any issues at the time.

Note, if your animations are short, you don't need shutter encoder. I can't remember if there was a size limit exporting .gif from Aseprite, or importing .gif to lededit but I had to use shutter encoder to get around that.
