    No. The cart doesn't have any memory to store settings between power cycles. The menu technically is a game (game 0 on the cart) it's the default game that boots. The 3 FPGAs know to load game 0 on power up.

    because you are getting something on screen suggests that it might not be the CPU. Most CPU failures I've seen had a black screen on KI. Check U98 / BOOT EPROM. A bad / missing EPROM would give something similar to what you see. Remove it and plug it back in.
