I call myself the eternal noob when it comes to electronics, but I've learned some things over the years, like:
-taking guesses by looking at the symptoms makes sense, but backing them up by taking measurements is mandatory
-blindly replacing stuff is not a good idea, the danger of making it...
Personally, I have never seen any bootleg with that much care going into that much detail with the screenprinting and counterfeiting logos etc, so yeah, I would call it legit.

If there is enough metal left of the old leg on the chip, you can solder on a leg from a scrapped IC or clip off a length of lead from a resistor etc. and use that as a leg.
