To a degree...I'm no expert on these 7400/7500 series, but it seems some of the component tolerances get out of whack and cause this type of issue. So they will "work", but do this random turning on-off mess.

Fresh cap kit is a good start, but if it persists here are some of my old notes:
(not all will apply in your case)
Wells Gardner K7401 collapsing B+
Check R108 it is typically a .33 ohm 2w resistor
Change R108 to a .22 ohm 2w as a replacement
Check associated circuitry having to do with R108...

I remember seeing somewhere something about two different SIZE boardsets for the DECO machines. Is that a difference between uprights and cocktails by chance?
