If it only draws that blue bar down the left hand side of the image when the video is 'stretched' I would imagine the fault is on the 'expander' pcb. The boardset should go into test mode even with no player (or dexter) attached. See if you get a blue bar when you try that. (edit) it might also...

Tron uses two buffers for the video board, I believe they take turns at drawing one scanline at a time on the screen, looks like either one isnt working or perhaps its just a bad ribbon cable between it and the cpu board. If yo changed the ram then one supposes its some of the 'glue' logic.

Its an IDC cable on one end and I think centronics on the other, you could probably make one up fairly easily.
