did you test the voltage at one of the ROM's or other chips? I have seen one post where someone said they worked hours on a machine just to find that the psu was outputting the correct voltage but it was low at the ROM's.

as a fix you could flip the connections to the coils that control the vertical position to flip it right side up again.

it could simply mean that your screen is installed upside down to put my 2 cents in. otherwise the polarity on the v or h coil (if it is a crt) could be reversed.
