I've done quite a few TRON restos and this doesn't look to bad. If I lived in GA I'd offer $150.

With my Tron cabs I have had similar issues. I've had success replacing all ribbon connectors on the main PCB stack. In your situation I would also look at the optical pickup board.

The Capcom box alone would make me smile. Great score man!
