So I replaced both parts and it is still not working. Now it us just static. I really don't know what else to do.

So I checked everything out. The b+ voltage was at 124v so I held the probes on it and and adjusted it. It climbed a little but once I brought it back down past where it was it jumped back up to 126v and the screen went crazy. I have a video of the problem before the voltage jumped to 126v if...

I am going to finally check this all out tonight. I will report back with what I find. I did get all of the electrolytic caps replaced after all and the problem still persists.

OK so I replaced ALL of the electrolytic caps on the chassis. I am still having the same problem as before. I can adjust the sizes and holds, but the picture still seems to roll. I can adjust it until it looks straight, but the picture just keeps on rolling by. Maybe this will help, but I did...

Also, should the capacitors on the neck board be replaced also?

Sorry it took so long. I was just now able to take the chassis back out and inspect it. I tried double checking everything and adjusting accordingly but I still get what looks like a bit of vertical collapse and the image is rolling over. But the good news is the part of the image that I can see...

Yes it is working better now. The only problem I have now is that the image rolling. The image was fine before. The colors were just faded and they were streaks on the screen. Now the colors look vibrant and I can see the image but it keeps rolling by despite any adjustments to the horizontal...
