Finally figured this out. I fixed the broken trace between pins 12 of 5E/F. What I should have done was remove the socket as well, not just add a jumper. Where the trace and lifted, it had shifted over enough that when the socket was pushed down, pin 12 of 5F was now shorted to pin 11 of 5E...

Weirdest problem. When I fixed the trace, the lines in sprites are gone, but then the screen goes like this. Haven't seen anything like this. When I remove the fixed trace, the screen goes normal and this problem returns.
