Took the board back to the bench and scoped the lines you mentioned found issue at rams at 2j,3j and 5j. (no rams at 2c,3c,5c, but got the message :) ) These came from my tested good stock pile, but one of them tested bad pins 13 14 an 17 stuck high. Swapped for some others, game is running...
