Probably 50/50 chance it boots. Runs OK once it boots. Currently has no sound. I've replaced power supply, cleaned up the gun board and connections, and cleaned all the filter board connections.

Don't know about Pengo specifically, but with vertical games some manufacturers chose to rotate and mount clockwise while others rotated counterclockwise. I'd just swap yoke wires if it's easy enough.
This is mostly a note here since the manual is a bit vague on setup and like my used pair may not have the original network hardware. Don't do what I did, make sure the network settings are correct on both cabinets BEFORE you start troubleshooting the network stuff.

I replaced the R213 neck board resistor just to play it safe. I reflowed/replaced the solder in the section including R101 and R89. I patched one of the traces to R89. Still had continuity, but wasn't looking very good.
