Don't know about Pengo specifically, but with vertical games some manufacturers chose to rotate and mount clockwise while others rotated counterclockwise. I'd just swap yoke wires if it's easy enough.

I'm guessing it may be a resistor issue since I just did a cap kit including c57. Unless another issue is stressing and/or taking out the C57 caps.
