I'd say don't power up without them. Heat and sensitive electronics don't go well together. If the board was engineered to require a heat sink, a heat sink it should have.

One thing I forgot to mention is to make sure that the screws for the transistors on the heat sink do not cause a short. Some replacement transistors I have found neglect to insulate the screw holes causing trouble. And be sure the mica insulators are good.
There's not too much more involved...

But seriously, Check D21-24. I'd also suspect Q21 could be heat damaged/shorted. Did the fuse go when you powered it up?
Replace caps C21-22 for sure (if you haven't) and c23 for good measure.
