Two bad chips on the ROM board - 7411 and 7425. After testing in circuit I pulled them and both failed on the tester. I don't have either so I'm ordering a few. Update when they're in.

Thinking it might be a decoder, I grabbed them from my working sinistar and same issue. Then I grabbed the CPU board from the sinistar and tried it. Same-ish bank 3 ram issues. I'm thinking I need to go through the rom board next.
I've pulled every ram chip and tested them on a tester. The game originally came up with a 1-3-8 which was actually bad and after I replaced it then got the 1-3-1.

I did adjust the shutdown voltage to .1. Before I replaced the pot the shutdown voltage would fluxuate. Afterwards it was pretty solid right around .1
That was this first thing I did. Like I said before, I did read all the tips and suggestions and tried most of them.
