I learned something new yesterday. So, I found out why my heater...
I do have an RMS mulitmeter. Fluke Model 117. And when reading voltage it only reads between 2.1v and 2.2vrms AC. I have been using the standard cr-23 pinout mixed with the marked pin numbers of the neck socket and has given correct corresponding values thus far.
So i noticed my multimeter was on wrong setting measuring previous cathode voltages.
These are the voltages on the incoming side of the resistors
R22 = 191.3v DC
R25 = 192.2v DC
R28 = 192.4v DC
and the opposite side of the resistor
R22 = 110v~ DC
R25 = 122v~ DC
R28 = 110v~ DC

Messed with the flyback and colors and now the flyback is about halfway up. Still super dim, still no green. Being that the video above shows green, yet my green doesnt show up imply i have a bad color transistor? I may just order 3 new color transistors and resistors and replace them all
