Brand new, so did this problem start with the old board? Because if so, than it's possible you may have to reinstall the software, if you have reinstalled the software, try again because it may have not installed the i/o functions correctly, contact raw thrills about your issue as well, they may...
This may sound stupid, but have you tried any of these methods?
-Cleaning the Jamma pins on the board
-Looked for possible unplugged plugs
-reseating the Jamma harness
-reseating the connectors that go from the board to the pc.

Oh, ok, can you show a picture of the board? Just to see where it's connected to on the PC, sometimes if it's plugged into a second serial port, it won't detect it.
I've had this problem with a Drift cabinet once, have you tried cleaning the usb connector? Better yet, try replacing the USB cord, sometimes if that goes bad, it will not detect the i/o board.
Trying to remove these screws from an arcade machine, none of my bits worked, it's an unusual type of screw, if it even is one, any idea what type of bit it needs?
