FIXED!!!! Turned out just to be the Ground, PCB did not have a good ground connection, clipped on a jumper from ground to the board and Monitor Jumped to life, no roll and got a lot brighter, Its the simple stuff that bites you in the ass!! Cap kit sure helped out too, Found the...

I did replace the fuse holders and cleaned the edge connectors. If its coming from the PCB, wondering where to look first

Yes the look like the originals still, but don't appear to ugly, I have fuse blocks so no problem changing them out

I did not do a total reflow, was thinking I should do the flyback and might as well order a new filter cap for the B+, makes sense that that could be the issue

Ok I was thinking on the same line, put in a working Pacman PCB and it worked, although I do have some slow diagonal waves that I could not Adjust out, So I am assuming there is a issue on the PCB, I will have to pull it and take a look Thanks
